Unapproved Substitutions in Final Submittal
Initial State & New Revision
Initial State
The design package specified high-performance, corrosion-resistant centrifugal pumps (Model PumpTech-800) for the main cooling loop. Every engineer signed off on these specifications. System flow rates, power consumption, and mechanical dimensions were locked into the design coordinates to ensure perfect alignment with piping mounts and electrical breakers.
New Revision
During the final submittal round, the general contractor submitted shop drawings featuring a different brand (FlowMaster-B). This alternative model was presented as a direct equivalent. However, the contractor did not provide verified test reports, engineering calculations, or dimensional drawings showing how the new dimensions would interface with the existing piping manifolds.
Conflicting Requirements & Unresolved Issue
Conflicting Requirements
The design specification explicitly required pumps with a minimum efficiency rating of 82% and double mechanical seals to prevent hazardous leaks. In contrast, the submittal for FlowMaster-B indicated a maximum efficiency of 75% and single seals. The contractor claimed this was necessary to keep the project within budget, but the lower efficiency directly violated the building's energy efficiency targets.
Unresolved Issue
The structural anchorage details were designed exclusively for the PumpTech-800 footprint. Installing the FlowMaster-B pumps would require field modifications to the concrete inertia bases. This change would void the seismic certifications of the housekeeping pads, leaving the facility vulnerable to structural inspection failures.
Decision Owner & Review Outcome
Decision Owner
The Lead Mechanical Engineer holds ultimate authority over the system design, collaborating directly with the Project Director. They must verify all equipment parameters before allowing any procurement changes, protecting the long-term integrity of the building systems.
Review Outcome
The review outcome resulted in an immediate rejection of the submittal. The general contractor must re-submit the originally specified PumpTech-800 equipment or present an alternative that meets or exceeds all performance, dimensional, and certification criteria outlined in the contract drawings.
